The Justice League opens their Paris embassy with Captain Atom in charge. The transporters are malfunctioning, forcing the League members to arrive via other travel means. A more serious problem arises when a dead man is found in the lobby. Captain Atom decides that the murder is a police matter and does not investigate. A short time later, a mob of angry Frenchmen attack the embassy. They have been mind-controlled by a villain cloaked in shadow.
