The Masters of Disaster break out of prison in Markovia to hunt down the Outsiders to avenge their defeat. Batman assists the Outsiders in constructing their new headquarters, and attempts to mend fences with the team. The Outsiders are alerted to a hostage situation, and they leap into action. During the fight, one of the terrorists releases poison gas in an attempt to kill the heroes, and much of the surrounding area. He is only foiled by the timely arrival of Windfall, formerly one of the Masters of Disaster. Wanting to give her a chance to redeem herself, the Outsiders take her in... but is she truly one of them?
