Jim Gordon doesn't care what's going on at the Cinque Center, because that's upstate. But an abandoned ambulance in Gotham is his business. He calls the center and is enraged to learn that Catwoman was the prisoner on that ride, and that a guard with her is missing. (He doesn't know that guard was actually Harley Quinn in disguise). Batman finds a paper in the back of the machine, apparently a list of sounds to be collected in a scavenger hunt, and signed "meow". The note takes them to Lexcorp, to a bad neighborhood, then a courthouse and finally a police station. It is a map of Jim Gordon's failures during No Man's Land, but Catwoman can't know any of this! At the station, a half-aware Catwoman murmurs something to Gordon, who first tries to help her, then sees who really set all this in motion - Harley Quinn, who has drugged Catwoman and enthralled her.
