The Joker steals a valuable clown mask from a museum and the curator of the place wrongly identifies the thief as The Creeper. When Jack Ryder learns of this false accusation, he transforms into the Creeper and goes looking for the Joker.
The Creeper locates the Joker during the robbery of another valuable item and he confronts the Clown Prince of Crime. Unfortunately, the Creeper gets amnesia after the battle with the Joker. Taking advantage of the situation, the Joker convinces the Creeper that they are allies and together, they capture the notorious cartoonist Sandy Saturn. The Joker tells the Creeper that Saturn is responsible for framing him and in order to clear his name, he would have to deliver enough evidence to the police. The Joker gives the Creeper a bag with "evidence", and tells the Creeper to go to the nearest police precinct. Inside the evidence bag however, the Joker had placed a bomb, but the Creeper transformed into Jack Ryder in time to prevent the bomb from exploding inside the police building.
Afterwards, Ryder confronts the Joker as Creeper at the criminal's Ha-Hacienda and he gets the upper hand in the fight, defeating the Joker and taking him to the authorities.
