They wish to know more about Hal Jordan, but are not yet ready to reveal themselves. Instead, they summon an energy duplicate, and hold an interview with him, convincing themselves that Hal is up to the task he is about to be given.

"The Menace of the Giant Puppet!" - Several crimes have been performed lately, often by criminals changing their usual M.O. It is soon clear that they are being controlled like puppets from a distance. Hal Jordan sets himself up as a likely target to draw the Puppet Master out into the open.
