report of the Presidential Commission to investigate labour market policy
In May 1995 President Mandela appointed a Commission charged with reviewing labour market policy. The Commission's deliberations were framed with reference to the government's concern to address poverty and eliminate discrimination. The Commission's terms of reference charged it with examining and making recommendations with respect to : wage determination mechanism; policies to support productivity enhancement in the workplace; measures to ameliorate the impact of structural employment loss; the promotion of employment equity, and labour migration. The Commission submitted this report to the President in June 1996.
