"Agenda 21 for culture" is the first worldwide document establishing an undertaking by cities for culture and their cultural policy priorities and expresses the need to redefine what should be a 21st century creative city. This tool to promote the role of culture in local policies was implemented in Mexico City in 2011. Therefore "more that ever the role of cultural manager and promoter has become a necessity. Their professionalism and work as agent of change has become of utmost importance to address social imbalances that we find in our societies."
