Major Cecil Brown was an extraordinary officer and a legendary figure of the Salvation Army in the Southern Territory, USA. A daughter of the remote mountain culture of North Carolina in the early parts of the twentieth century, she became an apostle to her own people. Having become a Salvationist while visiting her brother in Asheville, she became an officer shortly thereafter. As a young officer, she soon felt the pull to bring the hope of the gospel and the compassion of Christ to the unchurched and impoverished families of her beloved mountains. Her divisional commander agreed to allow her to give this bold mission a try. And the rest, as they say, is history. The Shepherdess of the Hills was a model of mission leadership. She had a passion for mission combined with a persistence to follow it. She was clear about the people grouping to which she was called to bring the gospel. She did not allow obstacles of any kind to deter her. She used the leadership strengths she had and enlisted others to do what she couldn't. She was there for her people when they needed her.
