An immortal named Agamemno approaches Lex Luthor with a fantastic story. He was destined to rule all, as heir to an ancient being, a tyrant from the earliest days of creation. But the beings of that era deposed his father, and left him with no legacy. With effort he has discovered three artifacts that can be assembled into a means to enable recovery of that legacy. He once encountered the Justice League and knew their morals weren't compatible with his dream, but also understood that certain of their enemies were suitable. Lex agrees to help him, discarding his benevolent businessman facade in exchange for the end of his enemies in the Justice League and rulership of the Earth! Lex will arrange a meeting between a hero and his enemy, and Agamemno with switch their minds! Felix Faust lures Superman to the roof of the Daily Planet building, where he and Lex switch bodies! The Bat-signal, a deadly laser? And guarded by hunting Falcons? Doctor Light captures Batman, and the Penguin swaps bodies! Under the sea, Martian Manhunter and Aquaman are defeating Doctor Light until Mister Element exploits Martain Manhunter's weakness by transforming coral into sodium, which burns underwater! In Central City, Flash and Atom hear about Mister Element, and discover he has partnered with Chronos. The villain again face defeat until Sinestro intervenes, and soon enough two more leagues fall! At the museum, Catwoman steals Black Canary's body and Felix Faust steals Green Arrow's. That only leaves Green Lantern, but with the rest of the league compromised he's easy prey, and then he's Sinestro! The villains have imprisoned the heroes so they can carry out Agamemno's plan. "Faust" constructs a bow from pieces of Penguin's umbrella and a cord, and with this they are able to retreive Sinestro's ring! This lets them escape their green cage. Batman then takes them to the Batcave. The world trusts the Justice League, so the first order of business is to ruin that, so that the villains will have more limited options. Then they have to find sidekicks and associates who will believe what happened. But at the JLA base, Snapper Carr sends out the call: the "villains" have escaped, and every hero team needs to be on the alert to recapture them!
