The movie opens with Queen Elizabeth I (Cate Blanchett) facing opposition from Spain. King Philip II of Spain (Jordi Molla) plots to overthrow Elizabeth's Protestant reign by supplanting her with her Catholic cousin, Mary Tudor (Samantha Morton), who Elizabeth is keeping imprisoned. Elizabeth is also charmed by Sir Walter Raleigh (Clive Owen), who's rogue spirit and handsome looks attract not only the Queen's eye but also her lady in waiting, Elizabeth Throckmorton (Abbie Cornish), who everyone calls "Bess." Elizabeth's adviser, Sir Francis Walsingham (Geoffrey Rush) continues to advise the Queen throughout his elder years but Elizabeth is wracked with turmoil as she faces her county's invasion, deception in romance, and The Spanish Armada.
