The Justice Society International is dealing with multiple crises all at once. Aside from Morgan Le Fay and Enigma's damaging assault on the Middle East, Catwoman has unleashed an attack on Gotham and Ares has attacked Washington DC. But in both of those locations, champions unexpected by the JSI have shown up to deal with the threats. Carter Hall, leader of the JSI is coming to suspect that their rivals in the League are somehow responsible for this string of attacks.
