The Martian Manhunter returns from Mars II, his space ship pursued by those of the Marshal's hunters, including one piloted by J'en, his lover. Aquaman, aboard the JLA satellite, spots the ships and summons the League in time to see all but one of the pursuer's ships destroyed and the last, piloted by the Manhunter, plunges into New York's harbour.
Assembling near the crash site, Aquaman and the others attempt to rescue the Manhunter but he slips past them momentarily before collapsing. Hospitalised, the Manhunter tells of the rise of the Marshal on Mars II, a zealot who wishes to invade Earth and claim it as his own. Attempting to flee and warn Earth, the Manhunter was spotted and pursued.
As he speaks, a ship from Mars arrives and asks Earth to surrender, giving them a day to present their answer or face annihilation.
