Detectives Driver and MacDonald are chasing down leads in a ten year old bombing case. The recent revelation that the Mad Hatter was involved has given them a fresh lead but Harvey Bullock, who worked the case a decade ago, thinks that the evidence implicates the Penguin.

After helping to bail Bullock out of the hot water he's landed himself in by going after Cobblepot, they decide to head back to Arkham to take another run at making Jervis Tetch talk. But when they get there, they find him in the midst of an escape attempt.
