The Skrulls have technology far in advance of the human race, but they lack one piece of our evolution: the mind of Reed Richards. Despite several failed attempts to determine a means of infiltrating humanity undetected, they have come up with nothing. They do, however, have the ability to clone various humans, including the Illuminati. It's entirely possible that, with the right motivation, a clone of Reed Richards will solve the problem for them.
