The atmosphere of Astro City and the world continues to darken as 1972 progresses. The Silver Agent has murdered a foreign ruler, and escaped US custody. This issue, more than any other, has inflamed people around the world.

Charles and Royal Williams have their own reasons for disliking the Silver Agent though. And the gap between the brothers widen as Royal hooks up with the Scarpelli mob.
