The Silver Surfer delves more deeply into the histories of the two peoples he is caught between. The more he learns about them, the less he likes them. Still, he cannot stand by and watch the war that both sides are trying to instigate. His solution is to summon Galactus, ensuring that the planet which strikes first in war against the other will be the first to fall.
