The Joker Shootings have Gotham in a panic. And the Major Crimes Unit is divided, as Lt. Probson feels that he and his detectives are being handed all the grunt work, while Sawyer and her people are getting all of the credit.

Montoya and Allen have found the guy who sold the rifle to the Joker, and it looks like he's had a late night visit from the Batman. But before they can get him back to the station, the call comes down. The temporary Mayor, determined to look strong in the face of this crisis, wants the GCPD to publicly roust the Killer Clowns, a street gang made up of the Joker's former muscle.

But shortly after the countdown timers run out, an unexpected visitor arrives downtown, right outside of Gotham Central.
