The Monitors have agreed to strike out at Jason Todd and Donna Troy, two of the more dangerous anomolies on Earth-1. To that end, the Forerunner is dispatched to eliminate them. But not all of the Monitors agree with this decsision. Jimmy Olsen continues to investigate the strange occurances that have surrounded him in recent months.
