A family divided, the Fantastic Four are split in their reactions to the Civil War. While Reed is determined to protect what he has built by obeying the law, Sue finds herself drawn to the anti-registration side. So when Wildstreak manages to escape her containment field before she can be transported to the prison in the Negative Zone, Sue shields her from the S.H.I.E.L.D. soldiers looking for her. It doesn't take Reed long to figure out what happened, and he confronts Susan about it, but they can't reconcile their differing views and Sue leaves. After watching the Civil War spill into the streets resulting in a civilian casualty, Ben tells Reed of his decision to leave the country. He can't abide the Registration Act, but he also can't take up arms against his government. Ben is leaving the FF, and going to France. It's against this backdrop that Peter and Tony arrive so that Peter can view the prison in the negative zone.
