Using technology from the future, Inertia has siphoned the entirety of the Speed Force out of Bart Allen's body. Now, not only does Bart have to face the Rogues, powerless, but the process of transferring the Speed Force into Inertia will devestate the entire West Coast. Iris and Valerie desperately try to prevent a catastrophe with the machines, but Bart will have to keep the Rogues distracted while they do. As a Speedster, Bart always had enough time to do anything he wanted. A single minute was an eternity. But now, without powers, does he have enough time to save not only his friends, but the entire Pacific seaboard?
