Hub City is struggling to recover from the chaos that has recently gripped it. Amidst it all, Vic Sage gets wind of a series of strange disfigurements. The only thing the victims have in common are in visiting Central Medical Hospital. All of the victims say that their attacker wore a mask, and recited a poem, which is comprised of lines from The Mikado, an operetta by Gilbert and Sullivan. "My object all subline/I shall achieve in Time/To Let the punishment fit the crime."
