Kit Walker (Billy Zane) is the 21st in a line of men who have devoted their lives against piracy, corruption, and greed. The evil Xander Drax (Treat Williams) is equally determined to obtain the ultimate weapon of doom, the Skulls of Touganda. If obtained, he will be equipped with the ultimate weapon of destruction and the ability to dominate and control every living man, woman, and child.
