Life in a new neighborhood can't be stranger than in this movie.

Odd conduct abounds in this dark comedy set on a lonely avenue in rural Netherlands -- the only completed portion of an abandoned housing project. Among the inhabitants is Thomas, a 12-year-old boy obsessed with the cause of Congolese independence.
