M.O.D.O.K. is still continuing his plans to defeat Captain America slowly, hoping to make Cap suffer as he as suffered. He sends a robot named Bulldozer to destroy the slums, hoping to fool the poor and opressed into believing that A.I.M. are the good guys and Captain America is the enemy.
