Erik Gorbo is tired of the way others treat him. He's developed a serum that will increase his physique to match the power of his brain, not realizing it is so potent he will appear like the ape he took the samples from. Knowing that he also has the cure, he starts a crime spree, evading capture by returning to normal after each crime. Cap fights him at Project Earth Dig, but that battle doesn't end well for either party.
