Johnny Thunder of Earth 2 comes to Earth 1 to meet his counterpart, little suspecting that the Earth 1 version is a crook. He hijacks the Thunderbolt and orders him to prevent the creation of the Justice League by ensuring none of them get superpowers. The Justice Society learns of this and transfer between Earths to investigate the alternate history of this new Earth-A. In his own defense, the criminal Johnny Thunder orders Thunderbolt to imbue the powers of the Justice League on criminals instead.
