Fury continues his investigation, calling in the surviving Howlers to ensure trustworthy allies. With Captain America's help, he tracks down and renders unconscious the last of the captured S.H.I.E.L.D. agents from the Delta affair, all of whom believe themselves to have been loyal Hydra agents from the outset. The more research he does, the more he uncovers about treachery within the ranks of S.H.I.E.L.D. He doesn't realize it, but Hydra has a similar problem.
