Justice League of America, Vol. 1

Snapper Carr gains the help of some of the League in assisting one of his college professors but when they arrive at the college, they're amazed to find both students and the professor himself acting strangely. He had created a machine to measure morale but it had been stolen and, Batman suspects, altered to affect morale as well, hence the behaviour of the people. They are trapped by a disgraced general from a tiny Mediterranean country.Back at the sanctuary, the other Leaguers find their powers affected as well and, eventually, head for the campus to get help from the others. As they arrive, the Atom manages to reset the machine, allowing them to regain their morale and powers and ultimately defeat the general.
