Justice League of America, Vol. 1

While trying to help a night watchmen, one of Green Arrow's flares somehow sets Star City's river alight. Arrow calls in some help and the fire is extinguished. As the League leave, however, the watchmen tries to get their attention but fails.The League retire to their new headquarters, the satellite 22,300 miles above the Earth. After a quick tour, the League return to Star City for a charity event where the watchmen manages to get in touch with them though he is pursued by robots intent on killing him. Superman destroys the robots and the League take the watchmen, who turns out to be the Vigilante, to the satellite. There he tells them of a factory that makes nothing more than pollution, the source of the chemicals that caused the river to burn. Raiding the factory, some members of the League are captured by mysterious villains behind the pollution plot.
