Norman Osborn knows the people want Avengers to defend them, and he intends to give them the Avengers. However, when most of the existing Avengers refuse to go along with his plans, he is forced to improvise. Recognizing that people are far more likely to recognize a mask than the person behind the mask, he creates a new team out of Avengers he can confidently control.
