Two months earlier, the Russion army supressed news of an incident in Siberia that left one of their soldiers dead and the other executed by the KGB to keep the story quiet. While on monitor duty on the JLA satellite, Elongated Man calls the rest of the Legaue who arrive to find Russian cosmonauts aboard. Explaining their presence, they show the League a file which reveals the Shaggy Man, a long time foe, has returned. Flash, however, disputes this as he reveals he and Green Lantern had fought the Shaggy Man a year before and encased it in ice. Suspecting the Russians of deliberately freeing the Shaggy Man for use as a secret weapon, Flash is dismissive of the plea for help but is out voted by the rest of the League. Travelling to Siberia, they find the Shaggy Man attacking a missile base and together they trick the Shagg Man aboard a launching missile, taking the creature into outer space.
