A lone alien watches as the resources of his planet are plundered by The Cluster and intergalactic bartering/stealing organisation headed by the megalomaniac Manga Khan. With the planet stripped, they turn their attention to Earth. At the JLI embassy, former Global Guardians Green Flame and Ice Maiden try to enlist. At Mr Miracle's house, he notices the arrival of The Cluster while he and Barda wait for Blue Beetle and Booster Gold to arrive for dinner. On the first planet, the Green Lantern G'nort crash lands and learns from the lone alien of The Cluster and its intention to plunder Earth; he sets out to help. On Earth, The Cluster sets up a drone ship in the Australian outback before issuing their demands across the world. The United Nations cannot agree whether to acquiese or not and so call in the JLI who, suffering from a shortage of members, reluctantly enlist the aid of Green Flame and Ice Maiden.
