A nightmare scenario right out of Batman's contingency plans is playing out across the city. The heads of almost every major criminal organization in Gotham have been killed, and the new blood is out for blood, and to increase their holdings. But now that Batman knows what's happening, he knows what he has to do in order to end it. The key to this scenario is to unify the gangs under Orpheus, who reports to Batman. The one thing that Batman doesn't know is that Orpheus is dead, murdered by the Black Mask, who has learned of Batman's plans and is replacing Orpheus. Henry Aquista is the new head of the Galante mob. His daughter, Darla, was one of the earliest civilian casualties of the war, and he's determined that blood will spill for his little girl's death. Hiring Philo Zeiss, one of the most dangerous men in Gotham, he puts hits out on all of the gang leaders in the city... starting with Orpheus.
