Batman, Ekin Tzu, and Checkmate are all interested in the heroin brought into Gotham by the Lucky Hand Triad. Tzu wants to punish his old family for the poison they're spreading by killing them and their customers, while Batman intends to stop the flow of drugs. But when David Said, an agent of Checkmate reveals that they suspect President Luthor of selling heroin seized from South America to finance his own black-ops, the mystery deepens further. Detectives Montoya and Allen are despondent after failing to get anything useful in their questioning of Alfred. But they're still determined to bring Bruce Wayne to justice.
