Following the events of "War of The Worlds, 1984" in Justice League of America Vol 1 #228 - 230, Aquaman disbands the Justice League due to the lack of response the crisis gained from the longer serving members. As soon as he had done that, however, other members stepped forward and renewed their pledge to the League. One of them, Steel, gave them free use of his grandfather's secret bunker in Detroit and, within days of setting up there, the League was joined by other, lesser known characters.
