The Thunderbolts have been striving for respect and recognition, but most of all for trust, as they work to redeem themselves. In the wake of Stamford and the registration act, all the heroes are too busy fighting each other to worry about the supervillains, so the Thunderbolts are asked to deal with the issue. They do, but are far more prepared to do so than the heroes could expect.
