On Earth at S.T.A.R. Labs, Tempest is extremely ill and Dolphin has had enough. If he pulls through, he's out. Meanwhile, the Titans are on Arctor, and the people are all addicts. A survey reveals this to be the case everywhere, and further that there are no older people. They meet a man named Hallucinatra, who explains that this is the doing of Garvan, whom they know as Garrett Donovan. Abruptly, Hallucinatra's speech becomes gibberish, but he hands the Titans hypodermics, and orders them to find Garvan and use the needles! Everyone except Argent seems willing to comply! Argent tries to stop them and they attack her. Finally, Nightwing jabs her with the hypodermic he carries, subduing her. On Earth, the Others Brothers (Einstein and Newton), geniuses who work for S.T.A.R. Labs, reveal that Tempest is addicted to a drug that does not exist - a drug from the planet of Arctor.
