The detectives of Gotham's Major Crimes Units are covering a pair of sniper attacks against government officials. The first felled Mayor Dickerson, and the second killed a school bureaucrat. Learning that the attacks both look like they were orchestrated by the Joker, Lt. Probson doesn't hesitate to have Stacy turn on the Bat Signal. But this is a move the Joker's anticipated, and he's waiting to spray the rooftop with fire. Only the timely intervention of Batman saves the pair.
Now the cops try to chase down any leads that they can get, as they try to deal with their wounded. But just as Allen and Montoya are preparing to chase down the rifle, a strange computer attack reveals a web-camera over a city street. But the camera bears an ominous message... and a countdown timer.
