A group of super-villains have surrendered themselves into the Justice League's custody, seeking asylum from the US Government's prison planet. In order to better contain them, the League transfers their new prisoners to the Watchtower. But Amanda Waller won't sit still for this.
While she attempts to delay the League's heavy-hitters, the Suicide Squad prepares to infiltrate the Justice League's Watchtower.
