Sand is dreaming of fighting alongside the JSA under the guidance of Wesley Dodds when he is rudely awakened by Icicle. They have been locked up in tubes along with most of the meta-human population of earth by the Ultra-Humanite using Johnny Thunder's Thunderbolt. Deciding to work together, they first find out that the Humanite is using the most powerful heroes as a strike force to keep the population under control. Jakeem Thunder finds them before the Ultra-Humanite's Thunderforce and brings them to the hidden base of the current JSA, where they meet the other 4 members.
