The Spectre hunts down and kills a child killer who lives with his mother; while she is vaguely aware of what the killer is doing, she does not prevent it and as such makes herself a target for the Spectre as well.The Phantom Stranger appears to Detective Allen to help him better understand both his and the Spectre's role while the residents of the Granville apartment still scheme with each other.
