Following the disaster in Robinson Park, Batman fires off orders to his associates as they race to restore order to Gotham. Nightwing's having a hard time keeping his head in the game though, as he continues to wrestle with his guilt over Blockbuster's death. But his focus kicks in once he spots Firefly.
But Gotham's police are out to restore order now, and Commissioner Akins is furious at Batman's arrogant betrayal in seizing control of the police. The cops are now ordered to use lethal force to pacify anyone in a mask or costume... including Nightwing!
