My quick rating - 6,1/10. Fairly sure most of the Arnold vs. Sly flicks that were NOT franchised all fall into the 6ish range. This one follows the typical tough cop and wisecracking cop routine the late 80s were known for. Arnie is a Russian tank of a cop in Chicago trying to track down the bad guy. Belushi is his comic relief. Still holds up quite well and the good thing about these older action flicks, when shit happens to cars, buses, trains etc. that is actually what they were, not some CGI. Might seem tame now comparatively until you stop and realize they were real. Decent action when needed and some excellent sounds used for the punches lol. Good for a nostalgic jolt.
