Emporer Kuzco is a vain and cocky ruler who plans to build a waterpark for his birthday present to himself. The only problem with his plan is that a tiny village stands in the exact spot that would be so perfect for his new park. He calls in a citizen of the village, a soft-spoken sheperd named Pacha, to tell him the news that his home will be obliterated. Meanwhile, Kuzco's evil ex-administrator Yzma is plotting revenge against the emporer. Thanks to her dimwitted assistant Kronk, Yzma's attempt at assasinating the emporer actually turns him into a llama. Pacha learns of Kuzco's plight and is too morally decent to refuse help to the poor llama, so he promises Kuzco that he will help him turn back into a human and regain his throne, as long as he promises to pick a new site for his waterpark.
