The Island of Dogs

Plot

Why is the supposedly uninhabited Island of Dogs surrounded by an electrified fence which protects miles of rail tracks and concrete barracks? Those who venture to this island are confronted with warnings to leave and a shower of gun fire. Wh controls this island and what is their purpose? Only the Phantom can successfully penetrate its deadly mystery.
