Natasha Binder comes to New Orleans looking for her father, who has gone missing. In doing so, she meets a very hard man called Chance. He helps her find out that her father was killed by an organisation who sell the opportunity to hunt human prey. They are taking advantage of a police strike in New Orleans. Will the Muscles from Brussels win through?

Natasha "Nat" Binder has arrived in New Orleans, Louisiana from Michigan to visit her father Douglas Charles Binder. Doug's landlady Marie tells Nat that Doug owes her some back rent. He didn't tell Marie where he was moving to, but he did promise Marie that he would pay the back rent. Doug left behind a box for Marie to keep until he could make up the back rent, and Marie hands the box to Nat. The box contains a stack of pictures that belong to Doug. Marie tells Nat that she may want to check and see if Doug is at a mission called Our Lady of Charity (OLC). Nat heads out to OLC and talks to Elijah Roper, who says that like Doug, he was in the Marines for a while. Elijah also tells Nat that Doug does come to OLC sometimes. Elijah promises Nat that if he sees Doug, he'll tell Doug that she is in town looking for him. Elijah then tells Nat that like a lot of people who come to OLC, Doug is homeless. A devastated Nat heads to the Half Moon Utility Restaurant and gets some change at the counter so she can use a payphone. After using the payphone, Nat returns to her car and is approached by four thugs who grab her purse. Seconds later, a man named Chance Boudreaux beats up the robbers. Chance gives Nat's purse back to her and tells her to be more careful, then Chance leaves. Nat heads to the New Orleans police station, where there is a strike going on. Nat goes inside and talks to detective Carmine Mitchell (Kasi Lemmons) about Doug. Carmine advises Nat to get someone who knows the city to help her find Doug because Doug has not been missing long enough for Carmine to file a missing persons report. On the next day, Nat heads out to a dock, where she finds Chance, who is waiting for his name to be called into duty. While Nat is talking to Chance, his name is called. Chance is then told that he cannot go on any more missions until he pays the union $217, and he has a week to come up with the money. Chance tells Nat that he'll help her find Doug in exchange for $217. Nat agrees to the deal. Nat explains that her parents divorced 20 years ago when she was 7 years old, and Doug moved to New Orleans. Nat and Doug wrote each other letters and even talked with each other on the phone a couple of times. Three weeks ago, the letters from Doug abruptly stopped coming. Nat and Chance head to OLC, where Chance has a friend who can help. Chance tells Nat to check the line outside of OLC while Chance goes inside and talks to his friend. After Nat scans the line of people, she goes inside and sees Chance talking to his friend -- Elijah Roper. With Chance's help, Nat discovers that Doug was murdered. As it turns out, former mercenary Emil Fouchon and his right hand man Pic Van Cleaf have been recruiting homeless combat veterans for the amusement of their clients -- bored, rich tycoons who are willing to pay big money for the rush of hunting and killing human prey. And now, Chance and Nat are their newest targets.

Chance Boudreaux is a tough, out of work seaman trying to find work in New Orleans, where troubles are growing higher every minute. The police are picketing and the law enforcement is at a minimum. Meanwhile, Natasha Binder has come to the city in an attempt to find her father, who has not been heard from in some time. Natasha has been unaware that her father was homeless, and in a bleak attempt for money, became the prey in a human hunting "game". Natasha then hires Chance to protect her, as well as solve the mystery of who killed her father. But when Chance becomes involved in the hunting, as the prey, the risks have been doubled.

Chance Boudreaux is a out-of-work of sailor who is looking for working for work in New Orleans, Chance has been hired by a woman named Natasha Bender, who has arrived in New Orleans to find her father, former combat veteran Douglas Charles Bender, who is now homeless. Where they discover Natasha's father has been murdered and has been the latest victim of evil mercenary Emil Fouchon and his partner Pik Van Cleef, who cruelly hunts combat veterans that are homeless for the amusement of their clients. When Chance's friend, Elijah Roeper is Fouchon and Van Cleef's latest victim, Chance learns he is their next "victim" to take part in their hunt. Chased by Founchon, Van Cleef and their gang of mercenaries, Chance uses his fighting skills, as he protects Natasha and takes on Fouchon, Van Cleef and their mercenaries, as they have become the hunted and find Chance is a "Hard Target" to kill.

SYNOPSIS

The film opens with a man being chased by a gang of armed men near New Orleans. One armed man in particular, carrying a hi-tech crossbow, seems intent on killing the man himself. The man being chased reaches the river and runs across a wooden boat dock but is shot twice by the man with the crossbow. One of the bolts hits him in the chest, piercing his military dog tags and he falls between the slats and into the water. His body is pulled from the river and one of the gang chasing him, Pik Van Cleaf, cuts a money belt from around his waist. The gang's leader, Emile Fouchon, asks the man hunting the victim if the experience lived up to his expectations and the man says it has.

A young woman, Natascha "Nat" Binder, arrives in town from Detroit, looking for her father, the man who was killed by the hunters. She searches for him at local missions and soup kitchens; her father was an unemployed manual laborer who was also a US Army veteran. Binder is unable to find out anything and goes to the French Quarter. At a seedy diner, she pays for her breakfast and is careless about concealing the money she has in her wallet, which is seen by several rough-looking goons. When she goes outside to her car, they attack her with the intention of robbing and raping her on the street. A man named Chance Boudreaux, who was also in the diner, beats them all severely, demonstrating high skill in hand-to-hand combat and martial arts. He tells Binder that she needs to be more careful in New Orleans. Binder asks him to be her escort while she searches for her father. Chance turns her down, saying he's a stevedore and will have to leave on a ship soon.

On the New Orleans docks, Chance is being told he can't work unless he pays his back union dues. Natascha arrives, looking for him and tells him she'll pay him to help her find her father. Chance accepts.

Chance suggests they talk to the police, however Binder is reluctant since she already reported her father's disappearance and the police seemed unwilling to do very much. Chance and Binder talk to a homicide detective, Marie Mitchell, who only has scattered evidence to work with, however, Nat's father's remains have been discovered in a burnt out warehouse. Because he was homeless, it is assumed that he'd been squatting and was the victim of an unfortunate accident when the place burned down. Chance goes there and finds one of her father's dog tags; curiously, there is a hole in it which could only have been made by a sharp weapon. Chance takes them back to Mitchell and Nat and tells them that Binder's death was not accidental and he was definitely shot by a sharp, edged weapon.

One of the men who knew Nat's father as a veteran and from the homeless missions, Elijah Roper, reveals that Binder had been passing out fliers for a sleazy local brothel owner, Randal Poe. Poe had also been working secretly with Fouchon and Pik, recruiting destitute men for their business: the two give rich men the chance to hunt human beings in various locations around the world for a price tag of $500,000. New Orleans has been their most recent base. Because the police have found Binder's body and are investigating his death as homicide, Emile and Pik go to Poe's office and torture him in order to find out how much Poe told the police. Pik uses a pair of scissors to cut off one of Poe's earlobes and threatens to kill him if he's forced to come back. Chance later drops in on Poe while he's getting a massage and works him over for information about Nat's father. Chance finds out that the city coroner, Morton, is covering up the murders committed by Fouchon and his men.

Fouchon and Pik drop in on Binder at his home, where he's burning medical records. He'd previously informed Fouchon that Mitchell had ordered Binder's body to be re-examined. The doctor looks through the spyhole in his front door and is immediately shot by Pik. Fouchon tells Pik that, due to the increased police investigation, they'll conduct one last hunt in New Orleans and leave for Eastern Europe where they can work for years under a lower profile.

Poe, having employed Roper for some time, asks him if he wants to work for a $10,000 salary. Roper accepts. Meanwhile, Fouchon and Pik meet with another client, demanding payment for the game up front and arranging for a human quarry. Roper meets with Fouchon and Pik at an abandoned train yard, is given the $10,000 in cash in a money belt and is given a head start, just like Nat's father was. He is hunted through a cemetery, bullied in every direction by Fouchon, his crew and the client. Roper is able to hide briefly and attacks his would-be killer, seizing the man's automatic rifle and shooting him. He shoots briefly at Fouchon's crew and runs when the rifle is empty. Fouchon approaches his client, and kills him, knowing he already has the man's fee in the bank. His goons continue the chase, finally cornering Roper on a busy street in the city. Roper tries to get someone to help him but most people avoid him because he's homeless. Roper is finally gunned down by Fouchon's crew. Pik retrieves the belt containing the money.

Chance and Nat meet again with Det. Mitchell. They are informed of Roper's disappearance and go to the French Quarter to talk to Poe. Poe, while packing to leave town, is met by Pik who kills him with a shotgun. While on the street, they are attacked by Pik and several of Fouchon's thugs. Mitchell is hit and killed by gunfire. Chance commandeers a motorcycle from one of the thugs he incapacitates and he and Nat take off, Pik in pursuit. They make it to a highway overpass where Chance unloads Nat. He races back towards one of the pursuing SUVs, jumping off the bike, over the roof of the truck and landing safely behind it. He opens fire with a pistol, igniting the gas tank and the truck explodes. Still being chased by Fouchon's crew, Chance and Nat leap over the side of the overpass and land in a cargo car of a moving train. Fouchon tells Pik they'll hunt Chance through the bayou and that he should get more men to join them.

Chance and Nat make their way through the bayou. At one point, Chance catches a rattlesnake that was going to bite Nat. He bites the rattles off the snake's tail and plants it in a tree, creating a booby trap. Not long after, one of Fouchon's henchmen triggers the trap and the snake bites him on the face. Fouchon and Pik realize that Boudreaux will be a formidable quarry.

Chance and Nat evade Fouchon's crew and retreat to Chance's Uncle Douvee's farm in the bayou. Chance gets the shotgun he'd been keeping at Douvee's and tells his uncle about his plan to lead them to the Mardi Gras Graveyard, an abandoned factory where the floats used in the Mardi Gras parade in New Orleans are stored. Chance rides out on horseback while Nat stays with Douvee. When Fouchon and his men arrive at Douvee's, they trigger another booby trap that blows up Douvee's cabin and kills several of them. Douvee sends Nat to contact the sheriff, while he rides after Chance.

Chance leads Pik to the Mardi Gras Graveyard. Chance uses the factory to hide and attack Fouchon's men. In the large warehouse used to store the floats, Chance takes out several more of Fouchon's men. Chance and Pik find themselves in a standoff that Chance wins when he shoots Pik dead. Nat and Douvee catch up and help Chance take out several more of Fouchon's party. Douvee is wounded, non-fatally, and Fouchon finds Nat and holds her hostage, forcing Chance to drop his shotgun. The two fight hand-to-hand for several minutes until Chance, using a grenade, beats Fouchon down. He drops the grenade in Fouchon's pants and headbutts him back. Fouchon fumbles for the grenade, even managing to remove the fuse, however it goes off before he can render it useless and he's killed. Chance reunites with Nat and Douvee and the three leave.

  • A 128 minute workprint of Hard Target does exist in a rare, very poor quality video tape dub. It is a rough cut consisting of all shot footage, much in which was unnecessary and would later be trimmed down to the 116-minute test screening after further refinements. It is mostly the same as the 116 minute version, though it includes the following differences:
    • there is no music score throughout the whole film;

    • most sound effects are missing;

    • alternate/extended scenes of dialogue;

    • alternate/extended shots in certain scenes;

    • additional shots and missing shots;


  • Despite the R-rating on the cover, the American blu-ray releases of the film contain the international unrated version, featuring the extended opening and ending sequences.

  • The international version is 99 minutes long and was the final version submitted to the MPAA for an R-rating, but was rated NC-17. It contains more violent footage not seen in the censored American R-rated version. It is three minutes longer than the R-rated version. These cuts consist of:
    • Binder trying to remove an arrow from his shoulder being replaced with an intercut shot of Van Cleef walking.

    • Binder killing two enemies with a gas canister is removed.

    • As Binder runs in the pier, the second arrow that hits him in the leg is removed, creating a continuity error.

    • Binder's corpse drifting downstream in the river is removed.

    • In the sequence where Boudreaux repeatedly shoots an enemy whilst holding the pistol upside down, the amount of gunfire went from around 35 gunshots to merely 15 gunshots. The deaths of two biker enemies were also removed entirely.

    • The closeup shot of an arrow protruding through an enemy's throat is removed, resuming on him falling to the ground.

    • The scene showing Natasha shooting a bearded enemy is partially obscured using an intercut shot of pigeons flying.

    • In the scene where Boudreaux is shooting an enemy whilst hanging from a rope, the bloodier entry and exit wounds were removed. Boudreaux's somersault is also removed.

    • When Douvee is shot in the leg, a closeup shot of his wound is replaced with a less explicit wide shot in the R version.

    • Immediately afterwards, Boudreaux shoots at two enemies with dual Berettas. In the R version, the amount of gunfire in the two kills are reduced.

    • In the scene that shows an enemy falling to the ground after being shot by Boudreaux, a large blood spurt is removed.

    • When Boudreaux shoots an enemy at the top of the stairs, the shots that show the enemy being riddled with bullets, tumbling down the stairs and falling onto the camera is removed.

    • In the face off between Boudreaux and Van Cleef, the amount of gunfire towards each other is slightly reduced. The amount of gunfire on the grenade-wielding enemy is also reduced. The amount of gunfire in the stomach and groin of another enemy is reduced.

    • During Van Cleef's death scene, the amount of impact shots towards Van Cleef's torso and the time that Van Cleef takes to die are reduced, removing the instance where Van Cleef pulls a grenade from his sling as he dies.

    • In the scene where the last enemy is killed by a shotgun blast, the sight of the blood spurts are removed.

    • In the scene where Fouchon is shot with a shotgun, the closeup shot of Fouchon's exit wound is removed.

    • In the scene where Fouchon is kicked in the chest by Boudreaux, the sight of the former spitting blood is removed.


  • A test screening version is 116 minutes long. Scenes included in the 116 minute version include:
    • Additional dialog at the beginning where Van Cleef tells Lopaki (the guy with the arrows) that he shoots like a buffoon and next time he will charge him double.

    • The ear cutting scene is intact.

    • A three minute scene of dialog between Natasha and Chance which takes place in Chance's apartment. She is patching him up after the beating he got while looking for dog tag, he puts the moves on her, she leaves then comes back saying she has changed her mind. A still from this scene appears on the liftout that comes with the American DVD release.

    • While Fouchon is playing the piano there are several shoots of news or documentary footage showing elephants, deer etc being shot down by hunters. This is probably the most disturbing scene in the film.

    • Before Fouchon drops the letter opener on the floor at the coroners house he has additional dialog that describes what happens when a hunter dies in Africa.

    • When Roper dies he is shot then gets up and is then hit with another volley of bullets.

    • In the motorcycle chase, before Chance takes out a second biker he takes out an oncoming car instead of another guy on a motorcycle, the car tumbles over and explodes.

    • Before Chance stops the motorcycle near the roadblock, another vehicle with Fouchon's men pass by and shoot his motorcycle.

    • Scene where Chance takes on a vehicle with his motorcycle is extended, he fires more shots at Fouchon's men.

    • When Chance and Natasha first meet up with Douvee and Chance jump around and start singing before Chance introduces Natasha.

    • Most of the deaths in the Mardi Gras Graveyard are longer and juicier (people being shot 30 times instead of 10 etc)

    • In the the final fight between Chance and Fouchon (in which Chance utters the line "hunting season is over") is missing. Instead Chance does the runnup as Fouchon shoots, kicks him into the garbage pile, throws the grenade and Fouchon is blown up.


  • The German retail video version is rated "Not under 16" and runs only 75 minutes. The rental video carries a "Not under 18" rating and features the uncut R-rated theatrical print. The German DVD version carries a SPIO/JK approval and features the unrated print with a running time of 95 minutes.
