Grace (Moms Mabley) is living in a predominately black neighborhood in Baltimore. She discovers her sweet but not so bright neighbour Creola Waters (Rosalind Cash) is running for public office under the urging control of unsavory local politicians. They are being lead by unscrupulous Mayor Scott (Dolph Sweet) whose motivation is not to help the neighborhood, but to get their hands deep into the local tax cookie jar. Grace has finally had enough and is determined to take her neighborhood back. She becomes an outspoken activist and community organizer with the intention to beat the mayor at his own game and ruining his grab for power.
