Jonathon Cold (Steven Seagal) used to work for the CIA but now he works for himself. He has been hired by an Englishman to break his brother, a dangerous arms dealer, out of a Federal prison hospital. Disguising himself as a doctor, Cold succeeds in his task but then discovers that the brothers James and Michael Donovan (John Pyper-Ferguson and Julian Stone) plan to sell a nuclear suitcase bomb. The buyers are a group of Chechen terrorists who have raised the cash to pay for it by robbing jewelry stores. The terrorists plan to use the bomb to destroy Los Angeles. The Donovans ask Cold to help him with the transaction so Cold, who isn’t quite as retired from the CIA as he says he is, goes undercover to stop the deal from happening. Cold is under surveillance by his one-time protégée, CIA agent Amanda (Tamara Davies) and her partner Max Pierson (Don Franklin). When Max is killed by renegade CIA agents and Amanda is kidnapped Cold’s cover is nearly blown. Cold races to rescue Amanda and save Los Angeles before the terrorists discover what he is doing.
