A decorated homicide detective Jacob Stillwell (Steven Seagal) is known for his own brand of unforgiving street justice. His methods have earned him legendary status among his colleagues and legendary fear among the criminals inhabiting the criminal underbelly of Memphis society. A cunning psychopath named Lazarus (Michael Filipowich) is now roaming the streets Stillwell has sworn to protect.
