When the original Mandate for Leadership was released, just weeks after Ronald Reagan's first presidential election victory, the US was engulfed by problems and the new President was confronting challenges unparalleled in nearly a half-century. Mandate was designed to be a detailed road map to help the fledgling Reagan Administration steer the nation into a sound future, guided by conservative principles. In looking back on those early months, Ronald Reagan was to say that Mandate gave him and his Administration 'special substantive help we'll never forget...We've been using Mandate to our and the country's advantage." By the end of the President's first year in office, nearly two-thirds of Mandate's more than 2,000 specific recommendations had been or were being transformed into policy.
